The Department of Housing and Urban Development (HUD) contracted with IHFA to assume some administrative responsibilities for Project Based Section 8 in the state of Idaho under HUD’s Incentive Based Initiative. IHFA assumed administration responsibilities in the following areas:
- Process, approve, and pay monthly HAP vouchers.
- Process expiring contract renewals.
- Conduct Management and Occupancy Reviews.
- Follow-up on REAC inspection results.
- Monitor and enforce HAP contract compliance
- Address tenants complaints and address reported Health and safety issues

Resident Concerns
If you are a resident living in a project-based section 8 housing unit, and you have an issue of concern, the following steps should be taken:
- Report the issue to the on-site personnel at the property that you reside in.
If this action is not successful, escalate the issue to the owner or management agent that oversees the property. Their contact information should be on the forms that were signed at your move in and also posted on-site, usually in the office or laundry room. This will afford the owner/agent an opportunity to address your concerns and resolve the issue. - Follow any additional guidance that is outlined in the properties grievance procedures. If you do not have a copy of this procedure, it should also be posted at the property, or a copy can be obtained from the on-site personnel.
- If this action is not successful in obtaining resolution, IHFA should be contacted. The staff of IHFA will take your information and contact the owner/agent and/or on-site personnel if appropriate to ensure that all the responsibilities under the HAP contract are being upheld. IHFA will continue to keep you informed until resolution.

- Disputes with third parties
- Lawsuits involving resident and owner and/or management agents
- Eviction matters
- Interpretations of local laws and ordinances
