Workshop Session Speakers
Annie Bacci: Annie has over 15 years of professional experience creating supportive housing opportunities. As the Director of CSH’s Mountain West Program, she is responsible for leading CSH’s strategic direction within the Mountain West Region; including oversight of all projects, business development efforts, and the expansion of potential partnerships.
Kevin Bailey: Kevin joined the Idaho Nonprofit Center in July of 2021 after previously serving as CEO of the United Way of Southeastern Idaho. He brings past experience in both the education and social impact sector both internationally and domestically having worked in both Uganda and Chile. He has directed federal grant programs related to college access for first-generation students and also directed community programs supporting financial stability for families immigrating to the US. In his free time, he and his family love exploring the great beauty in the West by hiking, biking, and getting outside into nature. On Saturdays in the fall, you can find Kevin avidly cheering on his Notre Dame Fighting Irish football team!
Jon Baker: Jon joined Zions Bank during the summer of 2001 in the Cash Management and Corporate Relations department. Since then he has specialized in Treasury Management, Government Banking, and Municipal Finance. Jon currently leads a national team of relationship managers who specialize in direct purchases of municipal debt. Jon has led numerous teams in banking and at several non-profit groups in Salt Lake City. He is a strong believer that for any organization to succeed, there must be a focus on developing leadership qualities in all stakeholders, not just managers. Jon’s passions include playing guitar in a rock band, long distance triathlon racing, and public speaking.
Linda Ballard: Linda is a certified HUD Housing Counselor and a HECM Counselor on the HUD roster. She’s been working at Idaho Housing for almost 12 years as a housing counselor and have done foreclosure prevention counseling during the great recession. Linda also does pre-purchase counseling for new homeowners and post purchase counseling for existing mortgagors that need assisting understanding their current mortgages and other questions on their mortgages.
Jeri Brittin, PhD: As Director of Research at HDR, Dr. Jeri Brittin leads a transdisciplinary team of social, health, and behavioral scientists whose work informs optimal decision-making for clients in multiple industry, government, and nonprofit sectors. A public health research scientist by training, Jeri is passionate about designing systems and environments that promote positive and equitable outcomes. Jeri’s work focuses on wellness and behavioral outcomes related to buildings, campuses, neighborhoods, and transportation systems. She maintains an active national and international research collaboration network, has published numerous refereed articles, and serves on several national committees focused on design and health. She is a member of the Urban Land Institute’s 2022 Health Leaders Network.
Mallory Cloninger: Family Self-Sufficiency Supervisor and a HUD Certified Housing Counselor at Idaho Housing and Finance. She has been delivering housing stability services since 2015. Through financial literacy education and coaching, Mallory and her team of FSS Specialists around Idaho, are passionate about advocacy and seeing their clients empower themselves to improve their lives.
Steve Cox: Steve is branch manager at Fairway Independent Mortgage Corporation. He began his mortgage finance career in 2003 as a licensed loan originator. Since then he has been an owner of Park Place Mortgage, and co-owner of Stonebrook Mortgage. From 2009 to 2014 he was a producing branch manager at Waterstone Mortgage Corp. Steve originates reverse mortgages in Boise, Idaho and throughout the state, and is licensed in more than five other states.
Morgan DeCarl: Before coming to work for Jesse Tree she worked as a case manager for adults with intellectual and developmental disabilities and fell in love with social work and the impact it has on the quality of life of others as well as their communities. Morgan became a Professional Mediator in 2019 upon moving to Idaho and has experience providing mediation services in Ada County eviction court. She has always had a passion for helping others and advocating for social awareness and change. Morgan hopes to use her passion for helping others to help her new community with homelessness prevention and resource outreach.
Gary Downs: Gary is a transactional real estate attorney and a founding partner of Downs Pham & Kuei LLP. Mr. Downs’ real estate practice includes tax, joint venture, public-private partnerships, acquisition and disposition, land use, regulatory work, and complex financing. He routinely counsels his clients on using tax advantaged financing such as various types of tax credits, including low income housing, historic, investment and new market tax credits to finance low income, mixed income and mixed use developments.
Raul Enriquez: Raul has worked in the field of aging for almost 20 years. His first job was working out in the field as a case manager, assisting seniors to access resources. He eventually became the supervisor of the staff and transitioned to work at the state level writing and managing senior service grants. Raul managed the Senior Community Service Employment Program, Aging and Disabilities: No Wrong Door and the Information and Assistance program during his time at the state. Currently, he is the executive director of the Southwest Idaho Area Agency on Aging that provides multiple services for seniors, such as, adult protection, home delivered meals, congregate, homemaker and caregiver services.
Laura Fanucchi: Laura is the Director of Programs for HIP Housing, a non-profit affordable housing organization based in San Mateo, California. As Director of Programs, she provides support to the agency’s Home Sharing and Self-Sufficiency programs. Laura is the Vice-President of the National Shared Housing Resource Center and provides technical assistance to non-profits regarding the development of Home Sharing Programs throughout the Country.
Harry Gardner: Harry is the Director of Digital Services at ICE Mortgage Technology (Intercontinental Exchange) and member of the board of directors at MISMO. He played a leading role in the development, education and promotion of industry standards and guidelines for mortgage technology and eMortgages. He helped lead and grow the efforts of MISMO for over eight years, as they developed the eMortgage guidelines, SMART Doc specification and national eNote registry concept that form the core of eMortgage architecture today.
Dan Garrett: Dan is the VP of originations at WNC and is responsible for origination efforts in eleven states, ranging from Iowa to Alaska. Prior to joining WNC, he worked for a tax credit syndication company and founded a development company. Mr. Garrett earned a bachelor’s degree from Wartburg College and a master of public administration from Drake University.
Terry Gentry: As a professional banker who is passionate about affordable housing, Terry is a supporter of preserving and expanding public housing with all the tools that are available. As EVP, he is responsible for working with investors to form low-income tax credits and identifying and underwriting individual transactions into those funds. Since joining The Richman Group, he has placed over $2 billion in tax credit equity in over 300 developments representing over 20,000 homes. He is a recognized authority with year 15 disposition matters by utilizing best practices and remaining involved throughout the compliance period.
Mary Beth Harrington: For 30+ years, Mary Beth has been one of the nonprofit sector’s most passionate supporters. Throughout her career, she has traveled the country speaking at conferences such as this as well to individual organizations articulating issues facing our nonprofit community; urging nonprofits to welcome new leadership, encouraging collaboration, and educating nonprofit boards to be more effective and sustainable.
David Hensley: David is currently the CEO of the Idaho REALTORS. Prior to this role, he served in the Office of the Governor, where he was the Chief of Staff and Legal Counsel for Idaho Governor C.L. “Butch” Otter. His political endeavors began with former Governor Dirk Kempthorne and Governor James E. Risch, serving as principal legal advisor and counsel. Hensley is a proud Native Idahoan with a sincere appreciation for our state and individual communities. Hensley is married with two children. He received his bachelor’s degree in Arts in Business Administration and Arts in History from the College of Idaho in 1998. He went on to pursue his Law Degree from the University of Idaho, graduating in 2002.
Dr. Sherena Huntsman: Sherena is a dedicated instructor and technical communication researcher. Her ongoing research focuses on the investigation of marginalizing power structures in digital information/instructional spaces. Sherena’s current research on accessibility incorporates an extensive inquiry into the accessibility motivations and practices of corporate workplaces including Domino’s Inc. and the LEGO group. Her work engages with a number of like-minded community partners, including the Idaho Fair Housing Office.
Celia Kinney: Celia is the Consumer Affairs Officer for the Idaho Department of Finance. Celia manages the Department’s consumer complaint division and acts as the education coordinator to advance consumer financial awareness through outreach initiatives. She is the Chair of the State Examination System Complaint Subcommittee and serves on the Consumer Services Committee for the National Association of Consumer Credit Administrators.
Kendra Lutes: Kendra is an associate behavioral health director at Terry Reilly Health Services and supports staff who support people with a history of housing instability both in the clinic setting and in supportive housing. Kendra values collaborative opportunities to promote social and system change with the goal of creating a healthier, more inclusive, and equitable community for everyone. She is a Licensed Clinical Professional Counselor with a master’s degree in Counseling Psychology from Gonzaga University.
Maggie Lyons: Maggie is a licensed CPA who has been involved in business restructurings and liquidations for the past 20 years and describes her work as helping people resolve their fights over money. In early 2018, Maggie launched the non-profit, Charity Reimagined, which is dedicated to changing the paradigm for helping people in need from methods that sustain chronic dependency, to methods that build individual capacity.
Steve Martinez: Steve is a second-generation builder that builds and develops residential, multifamily, and commercial properties across the Treasure Valley. Through his work with the local, state and national homebuilders association, he has worked alongside some of the leading voices in the building industry to shape policy and guide legislation to keep housing attainable for all.
David Mendez: David is an affordable lending manger in Freddie Mac’s Single-Family Client and Community Engagement division. He is responsible for building relationships with lenders, housing finance agencies, housing intermediaries and other stakeholders to provide responsible lending opportunities to first-time homebuyers, low-to-moderate income borrowers, and families in underserved markets.
Owen Metz: Owen is responsible for all facets of new project development, acquisition and financing in the Mountain West Region. Since joining Dominium in 2006, he has worked on the acquisition, renovation and/or construction of numerous apartment communities across the country adding more than 6,000 apartment units to the Dominium portfolio. Most recently, he has played the lead role in Dominium’s growth of new ground-up affordable housing in metro Phoenix. He is an active board member on the Arizona Housing Coalition and is a founding contributor to the Dominium Foundation, which contributes to important housing and social service organizations in the communities where Dominium operates.
Dr. Vanessa Montañez: Vanessa has been in residential lending for over twenty-seven years. She is currently responsible for the overall strategic plan and execution of increasing mortgage production in existing territories and reaching underserved borrowers at US Bank for the West Region market. Vanessa believes in educating her clients in the American Dream of Home Ownership and investments. She is active with non-profits and community outreach in homeownership and is a contributing writer on diversity for Women’s Mortgage Magazine.
Janis Mooney: Janis is co-owner of EnVision Real Estate & Consulting, Inc. and has been licensed for 39 years as a Broker with the CRS, GRI, SFR and SRS designations. As the Certified Real Estate Instructor of the Idaho Real Estate Commission, she has authored and developed many courses for continuing education credit. She has been involved in numerous training programs, continuing education courses and new agent mentoring throughout her career. Janis has been the past East District Vice President of the Idaho Association of REALTORS® and recipient of many accomplished awards, including the Idaho award for Certified Resident Specialist (CRS) of the Year in 2001.
Jeff Nishita: Jeff is a partner in the San Francisco office of Novogradac & Company LLP and is a co-founder of the firm’s LIHTC Working Group and two of the subgroups for the firm’s Opportunity Zone Working Group, membership organizations that addresses technical issues in their respective industries. Mr. Nishita provides numerous services in the real estate industry, including audit and tax services, consulting/structuring, forecasting, LIHTC and tax exempt bond application assistance, and training. He is licensed as a certified public accountant.
Zoe Ann Olson: Zoe Ann is the Executive Director of Intermountain Fair Housing Council, a position she’s held for more than ten years. She has 14 years of experience as an attorney with Idaho Legal Aid Services, where she served as the Housing Specialty Chair and Fair Housing/Lending Project Director. Zoe has extensive fair housing training from several universities, as well as HUD, National Fair Housing Alliance and AARP. This year, she is the recipient of the Idaho Woman Lawyers Bertha Stull Green Award and the Inns of Court Unsung Hero Recognition.
David Penny: David is a graduate of Boise State University and Gonzaga University School of Law. For more than 30 years, David has represented owners of conventional and subsidized multi-family housing as well as the management companies operating those properties. His work has included advising housing providers on fair housing compliance and defended housing providers against fair housing violation claims and lawsuits. More recently, David has worked with the housing industry to develop best practices for fair housing compliance and to train managers at every level. He has been the general counsel for Tomlinson & Associates for three years and has enjoyed learning the operations side of the profession from an industry leader.
Becky B. Potts: With executive experience with Sorenson Media, Frontier Communications, and several Fortune 500 corporations Becky is an expert in management and customer relations. She has served on numerous boards including the American Express Travel Board, American Red Cross, Boys and Girls Clubs of Salt Lake City, and United Way of Salt Lake, just to name few. In her current role she is the senior officer of the Salt Lake City Branch and represents the Federal Reserve Bank in the local region. Throughout her career, she has achieved many awards in the Salt Lake community such as the Top 50 Most Powerful Women and Utah Woman of the Year.
Derrick Ratliff: Derrick is an HQS and UPCS trainer with more than 20 years of HCV program experience. He has extensive knowledge of HUD regulations, with a specialization in HQS inspections, quality control, and rent reasonableness. He has managed the inspections process for some of the largest PHAs in the country, including over 500,000 HQS and quality control inspections. Derrick spearheaded the first successful program (Owner Excellence Program) in the nation to reward and recognize extraordinary property owners in the HCV program for a Moving to Work (MTW) agency. He is a U.S. veteran (USMC) and a member of Toastmasters International.
Shellan Rodriguez: CEO and Owner of SMR Development LLC, with nearly twenty years’ experience in the private, non-profit, for profit and government sectors of affordable housing development and urban redevelopment. She has a unique set of skills working with public and private sector clients to develop a multi-tiered solution to community-based development/redevelopment through acquisition, entitlement, public housing policy, actionable housing plans and more. With access to a vast network of partners she is able to work solo or team up to take on various sized projects including entitlements of workforce housing developments, housing and redevelopment financing and creating community oriented Actionable Housing Plans. Shellan likes to work on projects that provide value to the community and her clients. She is currently on the board of the Boise City/ Ada County Housing Authority and an advisory board member with ULI Idaho.
Robert Snow: Bob has more than 30 years of experience in affordable housing. Before joining National Equity Fund, Inc. in 2012, Bob worked for National Affordable Housing Trust for 20 years; 10 years leading its Asset Management department and 10 years managing its development-consulting group. Prior to NAHT Bob was Executive Director for the Ohio Energy Action Corporation, which provided financial incentives for green energy retrofits.
Heather Sievers: As a Consultant and Trainer with Nan McKay & Associates, Heather is a subject matter expert in HUD’s multifamily programs, including project-based rental assistance (PBRA), the Rental Assistance Demonstration (RAD), low-income housing tax credits (LIHTC), and the Enterprise Income Verification (EIV) system, NMA trainer and consultant. She leverages over two decades of low-income housing expertise. Throughout her career, she has overseen and monitored properties with a spectrum of funding such as project-based Section 8, LIHTC, HOME, and the USDA Rural Development (RD) program, including acquisition and rehabilitation as well as the certification and relocation of residents.
Dawn Sparling: Named one of the Global Mobility Top 250 Admired Professionals of 2022, Dawn has 16 years of HR background including employee relations and compliance. While currently working at data cloud storage company, Snowflake, Inc., she provides consultation, analysis and recommendations to the business regarding international and domestic assignments and relocations. Dawn is also co-chairwoman of DE&I for the Human Resources Association of the Treasure Valley, Corporate Membership co-chair of the Puget Sound Relocation Council (PSRC) Board, and volunteers at St. Luke’s Hospital Hospice, Boise State University Beta Eta, and Vineyard Boise Children’s Ministry.
Mark Suderman: Mark has been with Idaho Housing for nine years. As the director of loan acquisition, business development and participating lending business, Mark is responsible for Idaho Housing’s loan lifecycle up to delivery of loans to IHFA’s inventors including Fannie Mae, Freddie Mac, and Ginnie Mae. Mark is a leader in loan automation by helping develop a first comprehensive loan acquisition engine, being one of the first Master Servicer to adopt paperless and digital solutions. In addition, Mark launched effort to be the first national housing agency to accept eMortgages with a national eVault tech company.
Katie Symons: Katie is a supportive housing consultant and CFO for BeauxSimone Consulting. Katie’s work focuses on supporting urban, rural, and tribal communities to develop safe and affordable housing with wrap-around supportive services for the residents living in these communities. She brings close to 20 years working in direct services, overseeing street outreach, and emergency shelter efforts for people experiencing homelessness, to working towards policy changes to get more funding from states to go into supportive housing and services.
Erin Van Engelen: Erin has been an Examiner/Investigator with the Idaho Department of Finance for 17 years and is a Certified Application Specialist III. Erin is the Consumer Finance Bureau Chief, overseeing mortgage, regulated lending, and debt program areas. She is the President and Treasurer for the North American Collection Agency Regulatory Association (NACARA) and Region Five NMLS Policy Committee member.
John Vance: John is a Senior Property Developer for Northwest Real Estate Capital Corp., a 501(c)(3) developer, owner and manager of affordable housing in the Pacific Northwest and Rocky Mountain regions. He began his development career with a national firm that built office, retail, and mixed-use projects. Since 2015, John has been developing affordable housing in Colorado, Idaho, and Oregon using a variety of funding resources, including several using public-private partnerships.
Cat Vielma: Cat is the director of acquisitions for Red Stone Equity Partners where she originates, underwrites, and closes transactions across the Pacific Northwest, Rocky Mountains, and Midwest. In her dozen years in this work, she has facilitated the financing of affordable housing from within HUD, a non-profit organization, and a privately held syndicator. A former Coloradan, she loves talking about LIHTC almost as much as she loves standing in a river gauging flows and hatches.
Justin Westover: Justin’s experience of understanding all sides of real estate, from development, to investment, to lending, and homeownership gives him a unique perspective most in his industry do not possess. Since 2006, he has been a part of financing over $1 billion in transactions of both commercial and residential assets.
