The Youth Homelessness Demonstration Program (YHDP) is a Housing and Urban Development (HUD) program, designed to address youth and young adult homelessness. In October 2024, HUD announced Idaho Housing’s $3.8 million YHDP award. As the primary recipient of this award, Idaho Housing is announcing a local competition to identify and select subrecipient providers.

The population to be served by this demonstration program is youth experiencing homelessness, age 24 and younger, including unaccompanied youth and pregnant or parenting youth who are experiencing homelessness. A cornerstone of this program is leadership from youth with lived experience throughout planning, project design, implementation, and evaluation.

The majority of this award will be sub-granted to youth service providers across the Idaho Continuum of Care (CoC) to provide one of the three eligible project types selected by youth leaders during the planning process. 

  1. Joint Component Transitional Housing/Rapid Re-Housing (TH/RRH)
  2. Supportive Services Only (SSO) – Street Outreach
  3. Supportive Services Only (SSO) – Host Homes

Idaho Housing received a total of eight project applications for the YHDP program, with proposals coming from four out of the six regions in the Balance of State. After a thorough scoring and ranking process, the Youth Action Board has made funding recommendations for five projects.

Idaho Housing is pleased to announce its intent to award the following agencies for these YHDP projects:

  • Joint Component Transitional Housing – Rapid Rehousing (TH-RRH) – Bannock Youth Foundation
  • Joint Component Transitional Housing – Rapid Rehousing (TH-RRH) – LC Valley Youth Resource Center
  • Joint Component Transitional Housing – Rapid Rehousing (TH-RRH) – Salvation Army Nampa
  • Supportive Services Only (SSO) Street Outreach – Heritage Health
  • Supportive Services Only (SSO) Host/Kin Homes – Lutheran Community Services Northwest

Start dates for projects will be announced after receiving the grant agreement from HUD (we anticipate November 1, 2025 or later).
