The Continuum of Care (CoC) Program is designed to promote community-wide commitment to the goal of ending homelessness. The program quickly re-houses homeless individuals and families while minimizing the trauma and dislocation they have experienced, promotes access to mainstream resources and programs, and works towards self-sufficiency opportunities. 2026 CoC Competition

The Idaho Balance of State Continuum of Care (CoC) is known as the House Idaho Collaborative (HIC). The HIC has designated Idaho Housing and Finance Association (IHFA) to serve as the Collaborative Applicant. In this role, IHFA manages the HIC’s CoC application process and submits all required CoC documents to HUD. IHFA is also responsible for coordinating and monitoring CoC grant projects. 

HUD released the Notice of Funding Opportunity (NOFO) for the FY 2026 CoC Program Competition on June 1, 2026. We encourage you to read the full notice for more detailed information. Key dates and events related to the HIC’s CoC competition are listed at the end of this notice. The NOFO can be viewed here in full.

This Notice of Funding Opportunity (NOFO) serves as a formal solicitation for new and renewal project applications to be considered for funding. Tier 1 projects will include 60% of the CoC’s Annual Renewal Demand (ARD), Tier 2 projects will include 40% of the CoC’s ARD.

Eligible NEW component types under this notice include Transitional Housing (TH) and Supportive Services Only (SSO).  Eligible RENEWAL component types under this notice include Permanent Supportive Housing (PSH) and Rapid Rehousing (RRH).  If your agency wishes to apply for a Transition grant in order to transfer an eligible renewal grant into a new component type (TH or SSO), you will need to fill out a NEW application and mark it as such under Section V.

  • TH projects provide temporary housing with supportive services to individuals and families experiencing homelessness with the goal of interim stability and support to successfully move to and maintain permanent housing. TH projects can cover housing costs and accompany supportive services for program participants for up to 24 months. Participants in a TH project must have a signed lease, sublease, or occupancy agreement.
  • SSO projects allow subrecipients to provide supportive services—such as conducting outreach to sheltered and unsheltered homeless persons and families and providing referrals to other housing or other necessary services—to families and individuals experiencing homelessness. The recipient may only assist program participants for whom the recipient or subrecipient of the funds is not providing housing or housing assistance.
  • PSH projects must serve individuals or families who lack a fixed, regular, and adequate nighttime residence or persons fleeing domestic violence, dating violence, sexual assault, and stalking who qualify as homeless under 24 CFR 578.3 of Section 103(b) of the McKinney Vento Homelessness Assistance Act. PSH projects must assist persons experiencing homelessness who have a disability, or families with an adult member with a disability
  • RRH must serve individuals or families who lack a fixed, regular, and adequate nighttime residence or persons fleeing domestic violence, dating violence, sexual assault, and stalking who qualify as homeless under 24 CFR 578.3 of Section 103(b) of the McKinney Vento Homelessness Assistance Act.

New Projects

Funding for new projects will be scored and ranked based on the criteria listed in the application and will be limited to Transitional housing (TH), Supportive Services Only (SSO), or Transition projects.  All other component types or project types will not be accepted at this time.

New Project Applications will be scored based on the following criteria:

Narrative Questions Transitional Housing – 110 points

Supportive Services Only – 106 points

Narrative Sections

Answer each narrative question thoroughly, yet concisely. Please review word limit guidance noted in each question. Applications will be screened by an IHFA SNAP team member and scored by a review panel. Final scores will be provided to applicants upon request.

No points Incomplete/ No Response: The response is missing, incomplete or unclear. The answer does not demonstrate the value of the project or its alignment with the goals outlined in the Consolidated Plan.
Partial Points Acceptable Response: The response provides an answer to the question asked; however, sufficient details are lacking. The answer does not fully demonstrate the value of the project, including its alignment with the goals outlined in the Consolidated Plan.
Full Points Excellent Response: The response provides a clear, thorough answer to the question asked. The answer fully demonstrates the value of the project, including its alignment with the goals outlined in the Consolidated Plan.

Renewal Projects

PSH and RRH renewal projects will be scored and ranked based on the criteria listed in the application, as well as outcomes reported from HMIS or CMIS and grant spend down rates.

The application narrative review and scoring process is conducted by an Independent Review Panel (IRP). Once applications are scored, a project priority ranking recommendation is developed. This ranking will be based on application score, regional need and project component type. The ranking will be approved by the HIC Board and submitted to HUD.

Renewal Applications will be scored based on the following criteria:

Financial Management 20 points

Narratives 23 points

System Performance Measures – PSH/RRH

Outcomes based on 2023 CoC grant projects. This section is scored based on the following performance:

  • Increasing income for participants
  • Serving participants coming from the streets and emergency shelters
  • Participants exiting to permanent housing
  • Participants exiting to the streets, shelter, or data not being collected
  • Length of time to participant housing move-in or retention in permanent housing project

Financial Management

The score for this section will be based on the following:

  • Expenditures for the 2023 grant year
  • Timely drawdowns and grant spending from the 2023 grant year

Data Quality

  • Data Completeness in HMIS or CMIS

Narrative Sections

Answer each narrative question thoroughly, yet concisely. Please limit answers to 250 words each, unless otherwise indicated. Applications will be screened by an IHFA SNAP team member and scored by an independent review panel. Final scores will be provided to applicants upon request. Scoring is based on the following scale.

No points Incomplete/ No Response: The response is missing, incomplete or unclear. The answer does not demonstrate the value of the project or its alignment with the goals outlined in the Consolidated Plan.

Application Submission

IHFA will accept applications until July 22, 2026 at 5:00 pm MDT. The completed application and required attachments must be submitted through Procorem, a secure portal used to transmit documents.

Intent to Apply

The “Intent to Apply” period is solely used to get your organization access to the application materials in Procorem, whether or not your organization decides to apply is up to you.

For all organizations planning to apply or who need access to the application materials to review and make decisions on, please email CoCApp@ihfa.org to indicate your intention by June 30, 2026. You will receive a confirmation email with a link to access Procorem.  After you’re granted access to Procorem, you can view the CoC application and any other related materials.
