House Idaho Collaborative:
House Idaho Collaborative committees help develop, recommend and implement strategies to address homelessness for the Balance of State (Regions 1-6). Membership is voluntary and open to anyone who supports HIC’s vision of “a home for everyone” through leadership, collaboration, and community engagement. The committees consist of Guiding Idaho, Housing Idaho, Informing Idaho, and Engaging Idaho.

Quarterly Trainings

2. Mainstream Resources: SOAR, SSDI and SSI
As of August 18, 2025, the SAMHSA SOAR TA Center has closed due to changes in Federal priorities and funding.
HIC will pass along any information we hear regarding SOAR, SSI, or SSDI in Idaho.
The SOAR model remains recognized by the Social Security Administration (SSA) and Disability Determination Services (DDS). Idaho is committed to continuing SOAR work and is navigating next steps for a new training and data systems, expected to launch in 2026. Thank you for your patience during this transition. Semi-Annual Membership Meeting
The House Idaho Collaborative (HIC) coordinates a comprehensive approach to developing statewide strategies for housing and supportive services.
Twice a year we gather to collaborate on current projects, plans, strategies, updates, and trainings.

Minutes
Housing Idaho works with Guiding Idaho to find funding opportunities and introduce creative solutions to increase the supply of affordable housing and supportive services throughout Idaho. Committee members provide education, technical assistance, and support ensuring that efforts and strategies meet federal and local goals for ending homelessness.

As the data collection, analysis, and reporting body, Informing Idaho coordinates with other agencies and data sources to provide a comprehensive picture of clients, services, and unmet housing needs. Committee members work in conjunction with the HMIS Lead (IHFA) on projects to fulfill requirements outlined by HUD including the annual Point-in-Time (PIT) count.

Engaging Idaho is responsible for HIC’s communication, engagement, and participation. In partnership with the Regional Coalitions, committee members create and perform outreach efforts to non-HUD projects and community partners. Additionally, they solicit feedback on system improvements and coordinate with local resources to promote available programs that increase housing opportunities for Idahoans in need. Engaging Idaho also oversees two self-governing boards: Youth Action Board (YAB) and Lived Experience Panel (LEP). These boards gather information and solicit feedback from youth and those that have experienced homelessness to provide insight on programs, initiatives, and strategies.

The Lived Experience Panel (LEP) is made up of individuals that have experienced homelessness. Members provide their unique perspective to identify gaps, gather information, and solicit feedback to help end homelessness in Idaho.

The Youth Action Board (YAB) is made up of young adults ages 18-24 who have experienced homelessness. Members work together to identify gaps, plan, and execute projects to help end youth homelessness in Idaho.

YAB will return to its normal meeting time (once a month for one hour) in October 2025
Interested in Joining?
The Point in Time Count (PIT) subcommittee is a temporary committee required by HUD that plans and executes the annual PIT Count. Members work together with IHFA to recruit and develop a training for volunteers, and organize the count of unsheltered homeless across Idaho.

The House Idaho Collaborative (HIC) has set SMART goals (Specific, Measurable, Achievable, Relevant, Time-bound) for 2024 – 2025. All HIC Committees and Regional Coalitions are expected to self-select ways to work towards these four main goals: improving data quality, improving storytelling through data analysis, maximize existing funding, and tap into new funding opportunities.
