Statewide Analysis of Impediments to Affirmatively Furthering Fair Housing/Assessment of Fair Housing

The U.S. Department of Housing and Urban Development is phasing out the Analysis of Impediments (AI) and replacing it with the Assessment of Fair Housing (AFH) model in the coming years. IHFA and Commerce commissioned a hybrid AI/AFH in early 2016. The final version of the document reflects a year-long data-gathering process involving key stakeholder interviews, statewide focus group discussions and a public comment period and public hearing.

Five-Year Consolidated Plan for HOME, ESG, CDBG, HTF

The State of Idaho annually receives approximately $14 million in block grants from the U.S. Department of Housing and Urban Development for its affordable housing and community development programs. These program are the Community Development Block Grant (CDBG), the Emergency Solutions Grant (ESG), and the HOME Investment Partnerships Program (HOME), and the Housing Trust Fund Program (HTF). HUD Grantees and administrators for these programs are the Idaho Housing and Finance Association (HOME, HTF and ESG) and the Idaho Department of Commerce (CDBG). Program funds can be used for eligible activities anywhere in Idaho with the exception of a HUD-designated “entitlement” community. CDBG entitlement communities are Boise, Coeur d’Alene, Idaho Falls, Meridian, Pocatello, Lewiston, Caldwell and Nampa. Boise is also a HOME entitlement community. Each entitlement community receives an allocation of program funds directly from HUD.

Every five years, HUD requires its Grantees to submit a document that summarizes the jurisdiction’s housing and community development needs, priorities, goals, and strategies for the next five Program Years. This document is the Five-Year Consolidated Plan. Idaho’s program year begins April 1st of each year and ends March 31st of the subsequent year.

HUD also requires Grantees to submit an annual plan that identifies the next Program Year’s allocation as well as annual goals, strategies, and anticipated outcomes. The Annual Action Plan is submitted to HUD 45 days before the beginning of each Program Year.

90 days after each Program Year ends, the Grantees are required to submit a report to HUD regarding the previous year’s outcomes as adopted in the Annual Action Plan. The report is the Consolidated Annual Performance Evaluation Report, commonly referred to as the CAPER. IHFA is the lead agency for these reporting requirements.
